there's some disagreement actually...most say quant, others say courreges, while other say john bates, who did the costumes for the mod squad tv show...

Mary Quant was designing short waist mini dresses and skirts that were set 6 or 7 inches above the knee. In 1965 she took the idea from the 1964 designs by Courrèges and liking the shorter styles she made them even shorter for her boutique. She is credited with making them popular since it had not taken off when the style made it's earlier debut.

If the question simply said mini skirt, than the answer would vary between Quant and Courreges; however, since we are considering both the mini skirt and hot pants, the answer would be Mary Quant.

Hey Fashionista! I need your help, badly. As a Muslim I don't show my legs and the top half of my arms; the problem is our school's semi-formal, Valentine’s Day dance is coming soon. When I say semi-formal, I mean all the girls will be wearing Forever 21 dresses. What can I wear? I’m clean out of ideas. Please help! (fyi I can’t wear tights)

i'm not muslim...but i get cold easily! to fix that i have boleros and shrugs in various fabrics and colours.

just buy a long dress and a nice bolero to go with it :)

The bolero and shrug sounds nice, but if you want to wear a short dress try tights! A pair of opaque tights, a mini dress, heels, and a shrug/bolero would be great!

hey guest,

can you show your back? probably not...but if you could, how cool would you look with a long sheath dress (potentially with sleeves) in a dark color, and potentially on post-winter sale, with a plunging backline?? idealistic, but could be awesome if you found the right one....
and would make you oh-so-much cooler than any forever 21 velour jersey halter (not that that is usually hard to do)...

But i can imagine you don't want to walk around with a leather jacket on at a school dance so how about something like the two dresses on the far right, but instead of leggings/tights you could wear skinny fit (shiny, like satiny) black pants:
