Of course someone would--trash pickup isn't free, and is limited (in most cities) to the single can that the city provides. Can you imagine going to put out your trash every week only to discover your well-paid but lazy neighbor was using your can again? I'd call in a heartbeat.

if i only have one small trash bin for a weeks worth of garbage and some snot nosed lazy supermodel uses mine, leaving me no place to put my own garbage because she overflowed it with hers, i'd call the NYPD in a heartbeat and slapped a lawsuit on her! this is nothing to toy with.
