it was the aristocracy of that period who had the money to be debaucherous and get all wild around town. hence the now infamous saying "paint the town red" because the red paint on the shoes would leave marks everywhere.

Red soles have their roots way back in the French court of King Louis XIV, in the 17th century. The king wore red soles which were to draw attention to his shapely calves and legs while dancing. He dictated that red-soled shoes could only be worn by members of his court, a privilege for the elite aristocracy.

There is a mistake in your question! Louis XIV did not wear red SOLES. Rather, he wore red HEELS, and his courtiers followed suit. ;)
