Why flats “always”? Sometimes, you just NEED a good high heel to make the outfit work. :o)
Some women don't have strong enough ankles for heels. Some, like my mom, have had back surgery and can't wear heels anymore, not even 1/4 inch ones.
Me, I think I'm too fat and clumsy for heels, but mom makes me. Sure, I'm an adult but trust me, it's easier to just give in to her then fight. I still look like a clumsy elephant though.
Yes, it's necessary to pair some of our outfits with heels. Otherwise we would look lanky. Heels can also make your gait sexier.

Yeah, I don't see flats making anyone look lanky.
Again, some women just can't wear heels. Like my mom as I said. She has spinal stenosis and cysts inside her spinal cord. The doctors actually removed a couple of her vertebra near the tailbone so now her spine just kind of floats there, not even a place to attach rods to keep it in place. It often shifts and presses against the spine. So no heels for mom.
She won't let on, but she actually looks really sad any time we have a dressy situation. She used to always wear at least 1/4 inch heels – nothing really tall, an inch was the highest she'd get. Now she can only wear tennies and flats. I wish someone would show her that just because she's limited in footwear doesn't mean she can't look smashing.

This outfit is very chic, yet harsh. Possibly to warm up the look she should add some black pearl necklaces around her neck that go down to her collarbone. Any longer and they'd interfere with her fantastic belt.

I just realized you can clearly see her bra. Too Mustang Ranch. She needs a nice dark purple satin or silk camisole under there to make it look less slutty.
I have to agree with Samantha on the necklace. However I think a simple gold chain with a small diamond or a single pearl pendant would work just as well.
